Upon the recommendation of Governor Hughes, the Iowa legislature established the Iowa State Arts Council as a state agency on July 1, 1967. Programs include Poetry Out Loud, a national recitation contest; funding for arts in education and art in state buildings; and the Iowa Scholarship for the Arts.
